I think IceTea (http://sourceforge.net/projects/icetea/) can be used to just edit Game IDs.

In all honesty pbp unpacker is the best program for this. It's so simple. All you have to do is extract the current data from the eboot after you load it up. Do it to the desktop then start a new one in pbp. Once you've done that make sure all the essential not changeable data is in the eboot then customize the pictures and stuff by simply draging picture onto the areas they belong. Make sure you choose the right one. All I ever use is at3 converter software, adobe something(make great large icon0 i think is the name), paint, or nero to resize everything perfectly. All this make things quite easy to add pictures to emulators and things without pictures originally.:w00t:

He just wanted to change his Game ID, not the EBOOTs pics and such.
