To play videos or DVD rips on your PSP you must first convert them to PSP compatible MP4 format. To do this you must use a video converter. I use PSP Video 9 but there are others out there. The videos must be named in such a fashion that the PSP will recognize them, MAQxxxxx.MP4 for AVC and M4Vxxxxx.mp4 for standard MPEG(xxxxx = random numbers). They must each go in their designated folder depending on the format.
The ones starting with MAV go in the folder ms0:/MP_ROOT/100MNV01/
The ones starting with MAQ go in the folder ms0:/MP_ROOT/100ANV01/
Note: they must also contain a .thm file with the same filename
Note: Only 3.03OE-B and up support video at max resolution 480x272
Personally I like to use the following settings when converting to mp4, I find they give a good quality to size ratio:
AVC > FQ-VBR
Qscale: 25
Resolution: 368x208
FPS: 29.97
Passes: 2
Keyframe interval: 250
Aspect ratio: 16:9 for fullscreen movies and 1:1 for Widescreen movies
Audio bitrate: 128kbps
Sample rate: 48000Hz
Channels: Stereo
If you enjoy full size 480x272 videos, PSP Video 9 does not seem to support this so look to 3GP Video Converter. I was going to write up a mini tutorial regarding this but stumbled across waldog's thread. It's great and even shows you how to boost the sound! How to rip DVDs for mp4 conversion
Stuff Needed:
DVD Shrink http://www.mrbass.org/dvdshrink/
PSP video 9 or 3GP Video Converter http://www.pspvideo9.com/ or http://www.imtoo.com/3gp-video-converter.html
A DVD Drive(Does not need to be ReWritable)

Well, first you need to rip the DVD to your Hard drive. I like to use DVD Shrink, it's simple and easy to use. There are other programs but I like this one.
Open DVD Shrink.
In DVD Shrink, go to Edit > Preferences > Output files and uncheck "Split files into 1GB Chunks". This way it will provide just one file for easy conversion. (remember to re-check this setting when you want to burn a DVD to another DVD using this program, or you might get an error)
Then go back to the DVD Shrink main screen and click on Open Disc. Make sure, ofcourse, that your DVD is in your DVD drive.
After your Disc is opened in DVD Shrink, click on "RE-AUTHOR" on the main screen. This way you can rip just the movie and not all the other stuff. In the DVD Browser tab, you will now see a bunch of files. Go to main movie and double click on the file right below it. That is the movie itself. It should be named "Title 1".
After that, click on "BACKUP!" and another window will pop up. Make sure your backup target is set to "Hard Disk folder". Choose where you want the files to be saved, under "Select target for DVD output files". You don't need VIDEO_TS and AUDIO_TS so you can uncheck that if you want. It just makes extra directories for nothing.
After that you'll end up with a few files in the folder you saved your DVD to. The only one you need is the VOB file. You can then convert that VOB file directly in PSP video 9 or 3GP Video Converter.
