[help] I can't use command prompt

Anyone know to fix this? Everytime I try use it just pop off
There no error windows or anything. and Few times I can't use windows task manger.
Questions
1.If I have to do a system restore*reinstall windows xp brand new* what well happen to my steam account with my games?
I got TF2 on CD not from the online store.
OS:Windows Xp

Steam is great that if you reinstall, you can download all of the games that have been credited towards your Steam account. So, if you reinstalled Windows and Steam on your computer, you would have to login to your Steam account, where you would be able to download all of the games that you own. I believe this is also true for Valve's games, even if you bought the physical copy, because you have to tie them to a Steam account to play them.

Thanks Hardrive, like you said all I needed to redownload Steam and my game would be on there still ready to download.
I don't even need the CD redownload it seems, very nice feature.

If apps like command prompt, or Autoruns are automatically closing then you're almost definitely infected with viruses.
