I'm with everyone else, that's thermal paste. and the silver bit is part of the cpu. If you push the lever, that has the arrow pointing to it, away from the cpu it will unlock it and you will be able to lift it off easily. Underneath it will have lots of pins that go into the motherboard socket...

I tried to get a track working yesterday but the cart duplicated itself and then couldn't be destroyed, I had to use lava to get rid of it. On my own testing server tracks + carts would crash the minecraft client.
I don't know about connecting by sata but I got a transfer kit which let me browse the drive from my computer with Xport360. The problem is the files are special wma so you have to use this program to create the 360s music db.
If you have a linux live cd anywhere try running it off that for a few hours or give memtest a go to see if it is bad memory.
If it crashes in the live cd then it probably isn't a drive issue but a hardware one and memtest will tell you if there is anything wrong with your ram.
All my chargers make some form of noise. The worst I have noticed are Nokia chargers. None of mine have had any problems so unless it is really loud or was quiet until recently it should be fine.
