Is it legal to bring popsloader deluxe around here?
Or it's not allowed?

Popsloader Deluxe? What is it? Never heard of it... (checked Google and this thread shows up #1, lol).

It's a modified version of the normal popsloader, nothing that special.
The major thing about it as that is has all the pops version pre-installed, saving alot of time downloading ofw's, psar dumping, renaming, etc...

I came across it over several closed PSP forums in some foreign language

Yes pops files are sony copyrighted files and are not allowed here.
