Just bought a G1, trouble activating it

As the title implies, I just purchased a used G1 Android for only $4 from some random guy at a party store. Since I have Verizon, I wasnt planning on using it on any network. However Im hoping to just use it for games and wifi. I found some tuts on how to register the phone with your google account using wifi, and ADB, instead of using a service providors data network. But for some reason when I get to the point where I have to enter "setprop persist.service.adb.enable 1" nothing happens, and the phone never appears on the ADB device list. If anyone knows anything about ADB, or modding these in genral, im sure its a novice error, and would appreciate your help! Heres a link to the tut.
