Offline Steam Achievements

From what I hear, unlocking achievements offline causes them all to have the same date and time. I don't want to get banned because somebody thought I was cheating. Would earning them offline cause a ban?

No they don't cause a ban. The only reason you could get banned for it is if you can't earn the achievement in offline mode.
