Not right now. Most themes are CTF's, which require CXMB. CXMB is only available on CFW PSP's, and the PSP 3000 does not have CFW... yet.

There is a screenshot plugin for the PSP. It allows you to take a snapshot of what your PSP displays. But, this is only for CFW.
