We're unable to do anything about it at the moment. The rules we're currently following state that skipping the passage of time for that achievement will result in a Game Invalidation, not a Full Profile ban. x3 is working on the system for Game Invalidation, but it's not finished yet and may take some time. From what x3 has been telling me, a Game Invalidation system will take more resources than the server can take so he needs to come up with some solutions in the back-end.

I don’t understand why changing your system’s clock to earn this (which is probably what the developers expected people to do) should invalidate the achievements yet using savestates and rewind on retroachievements is okay.

That's because the Steam community has different rules and community mindset than RA. Each platform had its rules written a long time ago by moderator teams and we're just following and enforcing them. Steam rules were first created by Astats, which were then adopted by UAHR (https://achievementhunting.com/rules), and we're following UAHR on Steam side.

On a Cross-Platform website like Exophase, we can either 1. Have the same rule applied for all platforms, but that would put us at a disadvantage, we would be unable to cooperate/be on the same page with other trackers (and moderation would be even harder for us), or 2. Don't reinvent the wheel. Basically just follow UAHR for Steam, PSNP for PSN, and TA for Xbox. Each platform is sadly a bit different from each other rules-wise. Skipping system clock for example is deemed allowed on Xbox and PSN communities, but not in the Steam community.
