Using gift cards to buy apps

I just bought a gift card for iTunes to get Tap Tap Revenge 3 and the Lynyrd Skynyrd tracks. Now the back of the card, it never mentions you can only use it to buy music it says "4: Download your entertainment. Enjoy." As it turns out, I can't buy apps in Canada because of some stupid bylaw and everything's written in the privacy policy (let's face it, hardly anyone reads those). I've written to iTunes support, hoping that they'l refund me (which I doubt). If they don't, what options do I have?
