Pretty much. I can't see this going very far unless they allow Xbox games on PC. That would hurt their console sales though.

i really hope this is an opt-in feature, and not forced on users, while i do love xbox live, i don't really want to be forced to use it on the pc.

The only way I could see that being feasible is if there was a PC port for every 360 game they wanted to release.
