Sony supports homebrew on PS3 as it can run Linux right out of the box, so most open source applications that run on a PC will also run on PS3.

I think the main issue is that the PSP firmware wasn't originally designed to run homebrew like the PS3 was.
was it to run ISO's?
PS3? It can't run ISOs, even if it did backups of Blu-ray discs are 50GB in size, so really no point there. I guess the challenge for Sony with PSP is allowing homebrew but not allowing ISOs at the same time.

PSP was designed to run encrypted applications only. Every game that is released for PSP, Sony themselves need to encrypt the EBOOT.BIN for it to run.
