I cant get achievements Google Play in this game after 3 years I in last time looked in. But in-game achievements pop up. Someone knows there are broken or this is trouble of cloud saving?

Next time, link the game or its exact name. Kingdom rush 4 types and none of them is called Kingdom rush TD

Those achievements that pop up are most likely those that you have already received earlier. Try to earn a simple achievement that you don't have. Example "Home Improvement" (40%).
