How do they work precisely? I have 100% of the assignments on Steam for Torchlight II. However, I only see myself in the leaderboards in the games that I have played after registering. Do I have to launch Torchlight 2 in order to see myself at 100% on the leaderboards here?

No, you shouldn't have to launch the game to appear on the leaderboards.

It looks like the initial sync didn't fully complete when your profile was added to the site, so I forced a re-sync just now.

The completion totals in Torchlight II will be fixed shortly, I noticed there's some placeholder achievements that were later removed in the list.
