Mathieulh has released sources to Utopia, the first custom open-source kernel replacement for PSP. Completely separate from Sony's firmware, Utopia is aimed at giving developers access to the PSP hardware free of compatibility issues in an environment with less overhead. The kernel is not fully functional yet, but at the very least, will give interested folks a closer look at how this feat was accomplished.

Do note that work on Utopia has not been a solo effort, but majority of the code was written by SilverSpring and is under a BSD license.

Probably never. Not enough is known about the PSP hardware to make an effective OS for the PSP capable of doing anything useful. Utopia is in about the same state that uclinux for the PSP is at: running simple mips programs with no sound, no video beyond a simple framebuffer, and access to the memstick.
