A total noob to web development

Guys i'm still really unsure how to do this. I didnt really understand Nevada's explanation. What do code do i use to tell an image to stay in a specific area? Like for instance, if i have one repeating background and i want an image to overlay it but to stay 200px down on the left handside, what would i write?

No offense (actually maybe a little) but that thing is hideous, where's the contrast at?
I cannot in good conscious put that background into action.
