what are DAT files for when it comes in terms of EBOOTS?

are theses the files they use for like the user manual option when home is pressed?

if so the where do i place them?

if not, how can i use the user manual function or in other words, how do i put such files so that when i use that option i can see or read something maybe..

thanks:w00t:
