PSP Difference between Ta-088v3 and Ta-090v2 PSP Motherboards

As many of us are now aware, the release of CFW Enabler for TA-88v3 motherboards has allowed for CFW heaven! But it is not available for the 3000.

So I was wondering... what is the REAL difference between the TA-088v3 motherboards and TA-090v2 motherboards? Because what is stopping the CFW enabler to work on the 3000? Apart for the similarities such as the Pre-IPL security checks, I am curious to know.
