It was announced well before release that there would be 2 exclusive DLC episodes for xbox 360.

I never expected them to go with Gay Tony for a DLC. I would have liked a lesser known character like the previous episode.
Also a double disk set? If I knew they wanted to do that I would have waited. I like my disks, and now I'm stuck with a copy of GTA DLC that I can't sell back.

I think they've done that DLC on disc thing to try and gain some extra money from people that bought the PS3 version. Because now I can get the DLC for 360 without needing to buy GTA4 again.
