I can't complete the achievement. I meet all the requirements. I am creating the last required project and the percentages show 99%. I don't know how to fix it

So, it's the game that bugged, not the achievement?
There are not much players of that game here, only aRo that have unlocked that achievement, and it's already 3 years ago.

Maybe try to messege aRo on Steam or submit a ticket to the devs.
