How would i recover a bricked psp?

It depends on the level of brick. If you can still get to the recovery menu then go Here. Now if you cant get to recovery mode that means you have a full brick, Good luck and hope you enjoy your paperweight.

if it's a full brick you can modchip it and bring it back to life

Yes, Pandora's Battery can unbrick a PSP. Although this thread was posted before it was released :)
