Is it possible to make a PRX Patcher or a PGF Patcher?

Davee made the RCO Patcher (to read rcos from MS).. is it possible to make a utility like this but for pgf files (fonts) and prx files?

Scramble Patcher is there. It only deals with floats though.
 
I'm a bit n00bish at these kinds of things so what are floats? I had the scramble patcher on my PC for a while but i never got to understand it..
