Is using mod apk cheating/illegal/reason to be banned?

It would fall under NA-3 in our rules https://achievementhunting.com/rules#na-3

File edits aren't allowed on Steam games aside from some specific edge cases so they are not allowed on Google Play either. Obviously we can't detect if you have modified an APK file but if you are doing it to unlock achievements in a non-standard way that would be a reason for a ban, yes.
