The only way a 'brick' could stop you is if the 'brick' was due to a broken line between the battery and electronics... It is possible to not be able to charge a battery through a psp that actually works, and is possible to have a brick that does the same
It's really unlikely you'd be talking about this, but it could brick and have the capability to charge, and it could be bricked and not have the capability to charge the psp.
