Cracking the pre-IPL would be for having the custom firmware boot upon turning your PSP on. So it's always running.
In this case with the CFE, it's booting only temporarily into a cfw-like environment. The memory gets wiped once you turn your PSP off. I'd hardly call it custom firmware since that's technically not what it is.

What aren't you understanding? I don't really think I can get much simpler than what I stated lol...
If it's about the recovery menu, well I have no idea how that would even be possible without the pre-ipl being cracked. There's no way you can get a TA-088v3 or TA-092v2 to boot anything upon starting up without there being a custom ipl... and a custom ipl isn't possible without first cracking the pre-ipl.
