Steam recently changed the default privacy settings for all users. This may impact tracking. Ensure your profile has the correct settings by following the guide on our forums.
But you can still plug your hard drive into your computer and transfer your pirated games onto it via usb and probably faster than the ftp would do it, so why would you need to use the ftp thing for your external drive?
You can access connected USB devices through the FTP server, though not sure what the point would be. It's much slower than copying over the files directly via USB on your PC.
