Question of understanding of invisibility

I have a request. If you hide games or applications, no matter if manually or by option, then they will not be displayed. So far everything is clear. But if you visit the profile as a guest, they are only hidden on the main page. If I now click on Steam or Xbox, for example, you will see the hidden games or applications. My question would therefore be whether this is intended?

If you verify your Steam and Xbox account using the login options then hidden games shouldn’t display even when viewing the profile as a guest.

Without verification, it is intentional for the games to still show - otherwise anyone could make changes to someone else’s profile pages.
