I currently have a PSP with a 2.80 Firmware. What am I supposed to do in order to be able to download and play PSP games, as well as PlayStation 1 games on my PSP. How big of a card do I need? Do I need to downgrade or upgrade to be higher firmware? Thank you in advance! :)

well, check the downgrader guides sticky for firmware 2.80. you need to downgrade your PSP to 1.5, then upgrade to 3.10 OE-A.

PS1 games generally run around 500MB so its best to have atleast a 1GB.

Can I just upgrade to the one that is need from 2.80? I don't think I have to downgrade to 1.50, is it possible to bypass that?

you need to downgrade to 1.5. the OE update process will only work on 1.5 or any other custom firmware revisions.
