I'll try to explain it briefly. I'd love to see a new Sorting Option that prioritizes Completed Games, similar to the completion date.
Basically it would be the exact same as that (Completed games at the top, followed by non completed games sorted by completion rate) but the completed games would be sorted by number of achievements, not completion date.
Let's say you finished TBOI and the game has 637 achievements, and you also completed 100% of Forager wich has only 103. The point of this sorting is that TBOI would be at the top, before Forager in the list, even if it was completed before Forager (which is what the Completion date does). Basically the date wouldn't matter, only Completed games at the top (sorted by number of achievements) followed by the non completed games sorted by completion rate (the same way as the completion date)
